The fourth specialized pre-conference of the "Eastern Human Rights Summit" will be held in the format of a promotional chair with a presentation by Dr. Ghaffari (Associate Professor of the Department of Public and International Law at Allameh Tabataba’i University) under the title: "Challenges and Solutions for the Evolution of Cultural Rights in the Framework of Eastern Human Rights." This conference is scheduled to take place on Monday, the 5th of Azar 1403 (November 25, 2024), at the Faculty of Law and Political Science of Allameh Tabataba’i University in Tehran. Enthusiasts and scholars are cordially invited to attend this academic conference on Monday at 8:30 AM in the "Peace Hall" of the Faculty of Law and Political Science. In this conference, Dr. Ghaffari will discuss cultural rights. According to his perspective, many human rights and freedoms either fall within the scope of cultural rights or require cultural rights for their proper realization. Moreover, the achievement of numerous rights is indirectly linked to cultural rights. Cultural rights, which have long been categorized under human economic, social, and cultural rights, emerged as part of a new approach to human rights and came to prominence after World War II. These rights encompass all human beliefs, values, and behaviors that align with the true essence of humanity and shape one’s identity. However, compared to other second-generation human rights, such as economic and social rights, cultural rights have faced neglect and lack proper enforcement mechanisms. Even in United Nations documents, cultural rights are referred to as underdeveloped rights. Among the most significant challenges in realizing cultural rights are: insufficient attention to the anthropological foundations of human cultural rights, the lack of a shared definition of culture and human cultural rights, the absence of a comprehensive list of its examples, the scattered nature of these rights’ foundations in various international documents, and the lack of effective enforcement guarantees for their appropriate realization. On the other hand, given the dominance of humanistic values in the Western approach to human cultural rights and the significant shortcomings in the growth and development of this category of rights to date, attention to the unparalleled capacities of Eastern civilizations—particularly drafting a joint document on cultural rights among Islamic countries, led by the Islamic Republic of Iran—can provide a promising solution. In light of these considerations, this conference aims to define the concept of cultural rights and to examine the challenges and solutions for their evolution within the framework of human rights theories, with an emphasis on Eastern civilization and especially from an Islamic perspective. It is worth noting that Dr. Shahbazi will act as the critic, and Dr. Mohammad Hosseini will serve as the session's moderator. Back
